Looks like a Modulus 10 check, meaning: There is a one-in-ten chance that a totally random number will pass the test.

This is awesome, now every time I see a credit card number I'm going to be busting out a pen and paper. I looked up the Luhn algorithm and figured out how they came out with the checksum digit. That is pretty interesting as well.

Fake number generators exist so offline merchants can get scammed at the fair etc where they take cards but don't have a constant connection. In the US this is a problem at fireworks stands. Cards are made for non-existant accounts and merchandise bought with fake credentials and phone number is a theft mode that made most fireworks stands refuse cards.
