I’d given up on Rev Dr Benoit and his Eco Bank scam:
Quote:
PAYMENT NOTIFICATION FROM ECO BANK PLC

We Wish to inform you that, an unconditional instruction was received from the United Nations Debt Reconciliation Unit newly set up by the United Nations in conjunction with the WORLD BANK ASSISTED PROGRAMME and the INTERNATIONAL MONETARY FUNDS (IMF) to release the sum of $5.5Million to you out of US$10.7M (Ten million, seven hundred thousand united states dollars) into any of your nominated bank account.

Your name was discovered as next on the list of the outstanding beneficiary who has not received his over due payments. Also note that from our record in the file, your outstanding contract payment was not $10.7M USD but the Government decided to compensate few foreigners base on the promise made by our President to the United Nations to avert Corruption (Anti-corruption Campaign). As this amount is huge, can it be broken into smaller portions? Please re-confirm to us if these tally with what you have in your record and also re-confirm to the followings,

1) Your full name.
2) Home Telephone and mobile #.
3) Full address and your Occupations.
4) Your City and Country
5) marital status.
6) Copy of International Passport Or Drivers Lincence.

Once you receive this Transfer Access Code, you will have to present it at your Bank and your funds will be accessed and credited into your account swiftly based on the transfer instructions on the documents same day.

We can not issue this code now until, we read from you due to little problem we are experiencing here ever since your name was published in our official DEBT GAZETTE CHART of October, 31st, 2008 as one of the beneficiaries to be paid via our programmed assessment.

Actually, we have had several people presenting themselves with letters purportedly written by your good-self with changed in receiving Bank accounts. The last one presented was from one Mrs. Bernard Smith with below Bank account:

MRS. BERNARD SMITHS
CITI BANK, NEW YORK - USA
A/c No: 8503809XXX

We expect your urgent response to this email to enable us monitor this payment effectively.

Yours sincerely,

REV. DR. BENOIT FRANC0IS
Eco bank Republic of Africa
International Aud1t unit.

He had originally agreed to go on a WIMP Safari from Lagos to Cotonou. However, he lied to me when he told me he had arrived in Benin:

Hi,

Sorry for the late reply

I was stock down in tracfic.

Now am presently in Benin as you have instructed me to do.

Let me have all the wire transfer details now, for me to go pick it up and send you your 50 percent share as agreed.

Get the MTCN activated now.

Regard

Dr Benoit.

Header Analysis shows: 41.191.86.29 - Omnium des Telecom et de l'internet – Benin

In view of his earlier lie, the IP confirmation wasn’t enough for me; I wanted further proof, so I sent him this:
Quote:
Dr Benoit,

Good. Now what you need to do is get yourself to a telephone agency, and ring me from a Benin number. This is to PROVE to me that you are in Benin. DO NOT ring me from any other number. DO NOT ring me from your own mobile phone.

0044 701X XXXXXX

Once we have spoken on a Benin number, I will e.mail your MTCNs and change them to your chosen name. Hurry up, as I have to go to a meeting soon and will be away from my phone for an hour or so.

He was remarkably obliging, and this came in. It’s from a 00 229 code – Benin. Listen out for him telling me that his wife has a baby yesterday! He has left his wife in another country with a one-day old child in order to go and steal some money. Great role-model for his new kid. It cuts out at the end. I expect his money ran out. Calling an 070 number from Africa is remarkably expensive.

Attached is a call recording of the conversation.

So, I work on ways to delay him. First, I tell him that it will take me up to 90 mins to activate the MTCNs. Whilst he sits in his car, sweltering in the scorching heat and chaos that is any West African city in the summer, I take my dog out for an hour-long walk in the countryside.

When I come back, I find that – surprise, surprise – he has greedily tried to cash the MTCNs early. He tells me:
Quote:
The Western Union Agent here is asking me to provide the senders name of each transaction before he can pay me the hard cash.

Also give me the name of the receiver, for me to send you the 50 share after picking up the fund.

Get back to me asap.

Dr Benoit.

This gives me a ready-made excuse to make him travel to Parakou, a much more satisfying safari (well, for me anyway). I’ll tell him that the Senders’ names for Cotonou have been deleted and I only have these for Parakou.

To delay him a bit longer, I tell him:
Quote:
Dr Benoit,

I am now back from my meeting. I do not know why the WU Clerk wants the Senders’ names. He does not NEED this information. I should know; I work for WU!

I am now retrieving the 20 x Senders’ names for you. It is a slow process, as I have to manually get the information. I am unable to get few at a time, as it would arouse suspicion. I have to get all in one login.

It will take me about one hour. I will get back to you with the Senders’ names about 1645 hrs your time. So for the next 60 mins, just relax, have a cold drink, and enjoy the sunshine. You will be going home with thousands of GB Pounds!

I then go out again. When I return, he has replied:
Quote:
Sorry for bothering you much.

You need to know that cotonou is a french country, they need full details of each transaction before they will be pay me the hard cash, just because i dont speak french, this is why they ask for the senders name compulsorily before they will pay me the hard cash.

Please understand sir

Am Waiting
Dr Benoit.

Good to learn that he is having a hard time of it. I delay him by another hour or so:
Quote:
Rev Benoit,

This is taking more time than I expected. I have been sat at my PC, watching as the screen slowly loads and reloads, whilst the WU software searches through 100s of millions of MTCNS for the 20 we are using.

I have a meeting here shortly that I cannot avoid. I will have to lock my PC, leave it downloading, and send you the Senders’ names when I get back to my desk. This should be about 1745 hrs your time.

The WU clerk in Cotonou is being difficult and is causing us an unnecessary delay. Nonetheless, we will both be thousands of GB Pounds wealthier before today is out. I’ll be back in touch about 1745 hrs.

...and I go out shopping. On my return about 1800 hrs, this is waiting for me:
Quote:
Sir,

The clerk agent just check all the MTCN you gave to me, which says no match found on there WU cotonou system, which means, Money is not available for pick up by the receiver benson 1fonu.

It now 5.45,PM in cotonou, Bank is close.

Now, I cannot go back home till you get things sorted out from your side, So i can able to go pick up the fund by tomorrow morning.

Sterling, Make sure you get the MTCN activated and forward me the senders name of each transaction once you get to the Office morning morning.

Bye for now.

Dr Benoit.

If he is telling the truth, he will be stredded in Benin tonight, with a probably very angry wife with screaming baby impatiently waiting for him. Wonder how many saucepans she’ll throw at his head when he eventually returns, penniless and frustrated. Tomorrow, I’ll see if he will go to Parakou.

My thanks to Bruin for being so agreeable in letting me use the brilliant WIMP modality.

NB: Edited to leet a (distinctive) Lad's real name, which has very few results in a Google search.

^^^ She did! Thanks, Bruin. Couldn’t have done it without you.

Although he has crossed a very busy border, the actual geographical distance isn’t much. I want to see him up at Parakou. Let’s see what tomorrow brings.

That, if I may say, is a very good use of lads time. Very Happy

I, too have a lad in Benin.
He was waiting for four (4) hours on Sunday for a meeting with my kidnapper lad character while I was sat curled up on my sofa watching the Hungarian Grand Prix.
(no dog anymore, just a stubborn cat..)

My lad is still there now, whining about "not having enough money to get home to Ghana"
Furthermore, he had to hire a car to get from Lome to Benin.

Happy Days.

BTW
That's a mighty fine looking animal you have there Monsignor!

Nice one! Very Happy

Tell him to abuse the WU clerks loudly as that always works with wimpy French speakers. Also, being French-speaking is no excuse for being inefficient.

^^^ Thanks all, for your generous and encouraging comments.

So there I was this morning, rubbing my hands at this:

Good Morning,

Thanks for the update, I slept in a cheap hotel yesterday night, Although there were much mosquito bite in that hotel, but i have no choice than to sleep.

So, Let me have the Sender's name of each Transaction now and make sure you keep the MTCN activated so i can go pick up the hard cash fast.

Regards

Dr Benoit.

Until I did a Header Analysis Check, which resolved to:

41.138.171.210 - Visafone Communications Limited – Lagos - Nigeria

So, I’m then considering changing the title of this Bait as he didn’t seem to have been stredded at all. I assumed that his wife had insisted he return home to see his one day old baby.

I sent him this:

Good morning Dr Benoit,

It is a new day and the same rule applies. Get yourself to a telephone agency, and ring me from a Benin number. This is to PROVE to me that you are STILL in Benin. DO NOT ring me from any other number. DO NOT ring me from your own mobile phone.

0044 701X XXXXXX

Once we have spoken on a Benin number, I will e.mail your MTCNs and change them to your chosen name. Hurry up, as I have to go to a meeting in about 30 mins and will be away from my phone for an hour or so.

...and lo and behold, just over 2 hours from his earlier e.mail that resolved to Nigeria, this comes in from a Benin number:
Quote:

FleXtel number 0701XXXXXXX was called from 0022998391XXX at 13:23:59 on Aug 3 2011.

I was out, so didn’t speak with him. He didn’t leave a message. However, he would have known that I would have recognised his voice (or not) so I guess it was him making the call.

Now, this has just arrived:

I think you are just making fool of me , This is not how bussiness should be.

I have done all i can within my reach to call previousely but no avail, I also call you yesterday to know am in cotonou which you know yourself.

So why are you still doubting me ?

If this is real, Why can't you just activate the MTCN so i can go pick up the fund and send you your share as agreed or let just cut this over once and for all, So i can go back to Nigeria to see my family.

I am tired of this game you are playing.

Dr Benoit.

It resolves to: 41.71.150.68 - Visafone Communications Limited – Oshodi - Nigeria

Either he is quickly shuttling between Lagos and Benin (at some expense and hassle at the border) or I’m missing something. The ISP (Visafone) doesn’t cover Benin (according to its website).

So, did he stay overnight in Benin or not? What’s your opinion?

I think he will stay -- the alternative would be to travel at night - not a good or safe option in much of Africa.

^^^^^
1) Given that the network only covers Nigeria, (& I'm not sufficiently au fait with the science of ISP coverage) but I doubt it would stop dead on the Benin border. So it may be possible to hop over the border into Benin and still have Nigerian ISP coverage although I should think the distance would be very small.
When my lad crossed from Togo to Benin he was on a Benin IP address within 12Km of the border.

However:
2) The lad claims to be in Cotonou. I doubt very much that a Nigerian ISP has coverage that far into another country.
If he has a hand held that doesn't roam or is locked to Visaphone, then..? I don't know enough on that.

3) Where in Nigeria does your lad claim to be from? If Lagos, then unless he's Ironman, there's no way he could make it from Lagos to Benin and back in 1 hour.
Why one hour? Well:
4) There looks to be a 1 hour gap between your email request for a phone call and getting the phone call.
Arguably just enough time for your lad to contact and persuade a lad in Benin to make a call on his behalf.
Of course he may not have read the email for a while and called immediately...
The fact there was no message makes me suspicious - I would have thought he would have left one.

Give your lad a slap for not making the call. When he whines tell him you got a call, but it could have been from anyone and why didn't he leave a short voicemail?
Demand that he recalls you immediately and identifiy himself.
See what he says.
(and if he does call see if the 00229 number is the same).

He discloses in his phone call (link above) that he is near Porto Novo, which is just over the border. He lives in Lagos State. I have found that very few Scammers leave me voicemails, most hang up if the answering service cuts in.

Monsignor, is it possible someone else is emailing from Nigeria like his wife or a friend and your lad is in Benin? Or vice versa?

I would find it odd that he would be traveling back and forth so fast. I would lean towards there being two lads -- one in each country OR it is possible that your lad has a Benin SIM and he can put it in his phone while still in Nigeria. (I know that a Ghana lad of Bluth's and mine was able to do this with a Burkina Faso SIM while he was at home in Accra.)

Hope you get it figured out and your lad has safaried! Very Happy

^^^ It’s an interesting point. If however, we take that sort of activity as a distinct possibility, I wonder how many ‘Safaris’ would qualify as genuine. How would we disprove the possibility that Dora puts forward? I don’t know the answer.

I’d like to think that, since he is so close to the border when in Porto Novo, his ISP is resolving to Nigeria. Yesterday, he called me from Benin Code 229 95. Today it was 229 98. 229-9 codes are Benin mobile prefixes. Not all Telephone Kiosks have landlines, though; some rent you use of a mobile phone.

I will try to get him to ring me from his Nigeria tel no and see if it is the same voice. If he has indeed got 2 Benin mobile SIM cards (which also work in Nigeria), in addition to a Nigerian SIM, or if he has friends in Benin that have been calling me on his behalf, then speaking with him on his Nigerian tel no wouldn’t prove anything.

If an Admin or Moderator asks me to remove this Pith Helmet, or if the general consensus is that it is doubtful, then I will of course do so. I do not want to be credited for something that has not happened. More importantly, a Scammer would not have been baited so extensively. I’d be grateful for comment.

Anyway, sad news from the Holy Man. He didn’t fancy the 6 hour drive from Porto Novo to Parakou. More unhappy e.mails arrived from him this afternoon. Here is the most enjoyable:
Quote:
Sir,

I suggest, We cut the deal off, I cannot go to Parakou City, I dont even have enough money to buy fuel in my car to go that hell city.

If you have other available MTCN payment in cotonu were i can reach quickly to pick up money, or Nigeria, just let me know, then we can deal.

I can't just bear the stress due to health problem am having.

Dr. Benoit.

Let’s hope his health problem is nothing trivial.

^^^ I don't know the answer to your question of how to 'prove' a safari 100%. If you feel your lad has traveled and have sufficient proof of it, then he probably has.

I wasn't trying to argue whether your lad traveled or not -- you asked for opinions and I was just throwing out some ideas. Very Happy

Dora, your opinions were welcomed. Thank you.

By the way, I admire your baits very much.

Meanwhile, back at home, the sick Rev Dr is none too happy with me. I simply enquired after his health, and this:

Ah. OK.
I can't open the phone call link and was going off the email snippet you posted where he claims to be in Cotonou.
However if your lad is in Porto Novo (the centre is ~10km from the border), I can well believe that a cafe could be using a Nigerian ISP.

Ditto here on the scammers [generally] not leaving messages; unless it's a "hello, send the money" Rolling Eyes
General chit-chat is probably too costly for them to risk if the message doesn't get picked up.
I'd just presumed that as you'd made a special request for the call, the lad would have left a voicemail.
It's not profitable to second guess lads

I should know that by now. Embarassed

Well thank you!

Even if your lad is already home, you might consider pressing him for more proof (if you want it). He said he stayed in a cheap hotel while in Benin. Maybe he has a receipt? Other traveling expenses that he might have receipts for?

You can tell him you are very sorry for his troubles and you would like to reimburse him for his expenses and maybe even give him a little something more for his troubles, but you need receipts. Something to consider. Wink
