What is this about? It sounds like the writer is offering software tools to be used by scammers. Is that correct?

There's not uncommon, and we've recently had a number of similar offers posted as forum spam on Scamwarners.

They make for deadly dull baits as a rule, as lads trying to wheedle free 'tester' credit card numbers, etc keep them busy enough, and they don't like smalltalk by and large.
