According to Wikipedia, Stamp Duty is (emphasis added):

A physical stamp (a revenue stamp) had to be attached to or impressed upon the document to denote that stamp duty had been paid before the document was legally effective. Mal (10:57 PM): It's a postage stamp from a former Soviet Republic. I don't see the relevance to anything to do with Cote d'Ivoire.

Some years ago, Italy still used this type of stamp - available at the stationer's. I don't know if these stamps are still used there.
