- girlfriend works for a bank that offers Western Union service
- all bank employees hate Western Union
- girlfriend has been promoted to head office
- girlfriends last day at branch is today
- scammer in Ghana has been sent valid MCTN that can be confirmed online
- MCTN has been security flagged "payment rescinded"
- transaction flagged due to amount of transaction "USD 0.19"
- worst-scenario, scammer receives pay out of USD 0.19
- no, my girlfriend will/can not do it again so do not ask

- scammer rejoices, proceeds to WU
- scammer is informed that payment has been rescinded
- scammer berates WU staff in Ghana
- WU staff if so inclined and entirely at their own risk, pay out MCTN
- actual amount of transaction USD 0.19... 19 cents

The fact that the payment was flagged means that he didn't send it. He wouldn't get his girlfriend to flag a payment that he made would he? Sounds to me like it's been flagged and she's abused her position and passed it onto him so he can use it in a bait.
