I have TOR i could use, but i know he's already have my IP from the original emails, so I'll switch over to a safer email and start over. This time i can get a better start playing as the victim for a while as well.

It would be an excess of paranoia (as far as I'm concerned), additionally: TOR isn't _that_ safe. It certainly hides whatever your IP currently is, but if you connect to a maliciously managed exit node, all traffic can be read.
While this wouldn't really concern me as far as baiting accounts go, what if I check something more personal?
Apart from that, I use gmail, which already hides my IP for me. So there's no need for TOR. |

To be honest, I would call that a bit excessive.
IP's aren't like a street address. I would quite happily give you mine, it resolves to the Auckland CBD (I've checked), right at the base of the sky tower. I live 30km from there. |
