I am assuming that this relates to you other post regarding an estate agent.
All numbers that start with 070 - +44(0)70 are internet based numbers and can be diverted to almost anywhere in the world.
They are NOT UK numbers
Connect your two posts together, and the chances of it being a Scam are now 100% |

The 070 numbers (+4470) are as Spot says *virtual* numbers, in much the same way as 080/090 etc are - they don't relate to a single device, but are forwarded on to any device, potentially anywhere in the world. There are very few legitimate uses for them these days, but they date from before many people had mobile phones, so they would be used to ring around a list of landline numbers until they were answered, or for people to forward them to home/work numbers, or for anonymity. They start with 07 like UK mobile numbers as they are in the 'personal' category, which included mobiles. I think they should be killed off, myself.
Hard to tell, but it looks like it may have come from Malaysia, via USA, back to Singapore?
I'm sorry to hear you've been scammed, Singaporean people are generally so genuine, honest and trusting, and it is one of my favourite countries. Please do not let this colour your view of the UK, sure it is cold and wet at times, but it has many great features too! And your scammer seems to be based outside of the UK too, (perhaps in your neighbours to the North?) |

Yes, you pay IDD to the UK PLUS a premium to call the +4470 number (upto 50p/min S$1.50/min plus a premium for international premium rebilling) - I do not suggest you bother calling it, it is only more wasted money. |

Skype can call regular phone numbers too - but as this is a scammer who has, presumably, your real-life details, you need to drop all contact with him now, and not speak to him on the phone, or reply to his emails again. |

The last time I checked, Skype doesn't connect to 070 numbers; I expect that it's something to do with them being considered Premium rate numbers . |
