Man arrested after trying to pass off US$1 million bills

A man has been arrested after convincing a bank teller at the United Arab Emirates Central Bank to change two novelty US $1 million bills into local currency.
Police arrested the 44-year-old man, known as AB, who was originally from the Ivory Coast and was living illegally in the UAE.
"The suspect claimed that he was not aware that the notes do not have an value and that he is a mere mediator for a diamond trader from Belgium who asked him to exchange the notes in exchange of money," Col Dr. Rashid Mohammed Bursheed told UAE paper The National. |

How is he a mule? If the story is true (and I've seen some urban legends about this stuff), it sounds like he convinced a bank teller to exchange the money. Wouldn't a mule be clueless? |
