That's a Refugee Scam, which is a variation of an Advance Fee Fraud scam - the scammer offers you something (in this case, a share in a few million dollars), but you have to pay an advance fee for it. That will come up later: money will be required for some 'necessary' documents. It does offer, however, a love angle, if you wish to pursue that route. Though the lad (it will undoubtedly be a male who is actually sending the emails) won't mind if you don't; he will be equally happy to call you 'Sister' or 'Uncle' or 'Good Friend'

It is a frequently used format by lads in Senegal, Côte d'Ivoire, and Ghana - lots of different lads use it, and they use many many different female names for it. Two 'Stella Desmonds' might be the fake names of two different scammers, who don't know each other at all. Or it could be that last time this lad sent out this type of scam mail, he didn't use the name 'Stella Desmond' at all, but called himself, let's say, 'Victoria Johnson'.

So the names used don't actually mean a lot. Try googling a few of the sentences from that scam mail, and you will see how often that (or similar) pre-written 'script' is used. Try googling this sentence, for example:

Lads from Senegal can be a lot more impatient and intolerant than their Nigerian counterparts. So take it slowly and gently, as I'm sure your mentor will advise!

Branwen has it spot on. Give it a few more emails and then a Barrister, or similar, will pop up asking you to pay him some money to do all the legal stuff on behalf of your new 'girlfriend'. I have a similar bait ongoing now for about a month (also from Senegal).
Stick with it and have some fun.
Ask your mentor for advice (if you have one) and also look at the baiting help, hints and tips thread for ideas.
