Scam letter in an attached file

I have this letter posted in the surplus letter forum too. Seems like the typical scam except in came in an attached file (which I scanned for viruses before opening, no virus there) This is the first time I have seen a scam letter in that format. I am assuming that it makes it seem more important than a straight letter. Has anyone else received it like that?
