Here in Norway its takes up to two weeks for a cheque to clear.... I delivered acheque to the bank once and they told me to count on waiting 2 weeks maximum but 2 days later the money was in my account.

^That's because they're forced to make the money available to you withing a relatively short time. The clearing of the cheque does take two weeks. If the check doesn't cleared, the bank will take the money back from your account.

So, let's say you get a cheque, and the lad asks to send half back by WU because he 'sent to much'. You cash the cheque, get the cash two days later and withdraw half (of the, let's say, $20000) and send it back. After the two weeks, the bank concludes that the cheque doesn't clear and you have to pay the $20000 back. However, you sent $10000 to the lad via WU and there's no way that you're gonna get it back. So you've just withdrawn $10000 you didn't actually have yet and sent it away into ladland. This is the point where you're in deep shit. There might come a point where you get in deeper shit still if you're gonna be prosecuted for cashing fake cheques.

So, even if the money is in the account it may not really be yours yet.

I am trying to say that they give you the money only after the cheque is cleared by the central bank.
Cheque scams dont work here.

In America, and probably elsewhere, checks are electronically cleared, and the actual check is cleared later.
The first only means checking that there is enough money in the account to meet the check. It's only later when the bank sees the check or the account-holder spots a check he didn't write, that it comes to light.
