Oh come on guys...
I live in an apartment building with aprox. 50 flats in my entrance (I guess you know what I mean) and I almost don't even know I have neighbors. Occasionally I meet someone in the elevator, but that's about it. There are kids in the building, but I have never ever had any problems with any of them. Some people have dogs, but there are never problems with them.

There are no noises of any kind I can reasonably complain about. You hear nothing coming from the other apartments except for occasional drilling of the walls so they can hang a new picture or something, but that goes away quickly and everything is calm again.

Not once did somebody come to my door to ask for some peace and quiet, not once did I even consider going to someone else's (how do you write this properly?) nor did I ever hear about somebody complaining about somebody else.

Are you sure you're not exaggerating a bit? It can't be that bad.
