All clients of internet cafes should have to register their ID before using a computer.

Logs should be kept of all users, with IP addresses.

Then scammers could be identified, and arrested.

^^^There's the ticket, if Western Union or Moneygram were to crackdown, 419 could almost be stamped out. There are still other ways to do fraud, but none so easy as Western Union.

Western Union, Moneygram and internet cafe owners are not responsible for the scammers actions, the scammers are, period. WU, MG and internet cafe owners provide a service available to everyone, the scammers abuse these services and use them in ways which they were never intended.

Here's an idea: The scammers are also quite fond of abusing free TDD/TTY services. Maybe we should hold companies that provide those services accountable for the scammer's actions too.

This thread really needs to get back on topic.

What a bunch of nonsensical rubbish.

I'd encourage many of you to step back a second and apply your "solutions" to your own regions. I'd be willing to bet a large majority would be a bit pissed off about these intrusions into your privacy.

Last I checked, other countries still had problems with crimes ranging from petty theft to murder (even though firearms were outlawed) to abuse to molestation to :GASP: even fraud, both on and off the internet.

Why does having this hobby make some people the end all be all problem solvers of some other country's crime problem?

Nigeria is so close to being a failed state that it's not funny. Especially as the population is 100+++ million.

Apart from the fact that they don't control much of their territory (i.e the Muslim north and especially the Delta area), there is no single authority in the country with the inclination and the ability to impose 'acceptable' standards of law and order.

The last thing a Nigerian government really wants is a crackdown on 419 -- 419 keeps half a million of the country's best and brightest (yes, it's true) occupied in activities which generate money; if they weren't scamming in the cybercafes, they'd be in the streets burning down buildings and lynching politicians.

I'm sure Sony will apologize, which luckily will double the publicity given to this affair and save many potential victims from Internet fraud.

As fond as I am of simple answers to complex questions, I can see challenges in regulating and enforcing every internet cafe and money transfer outlet in the world.

The crimes committed through those businesses are already illegal and policed to a greater or lesser extent within the limits of local law enforcement resources. It's hard to imagine that the proprietors of those businesses will have greater wherewithal to police those activities than do various law enforcement agencies.

Regulation isn't the way to stamp out 419.
Education IS.

Regulation is just a short term "fix" that you can guarantee the lads will find a way around.
Education is a long term solution that will shaft them.

As for the Nigeria debate? It cuts both ways. We in the West can be tarred with brushes by those ignorant or hurt enough to want to do so.

But face it, if it wasn't 419 there would be other scams targetting us. There will always be a goodly number of "Have-nots" who will try unscrupulous and illegal methods of getting the money from the "Haves" as they see them.

BTW. Sony will only apologise if it's in their financial interests to do so. Big business doesn't give a crap about ethics.
