Another thought on the head of finance. maybe there is an investigation on the spooners thenselves and the authorities are working with the head of finance to get to the bottom of money laundering that they are involved in. maybe there is a very large reward that the head of finance is willing to share any person that helps with the investigation. Maybe a certain percentage of the reward and it will be paid anonymously.

Picking them up on not paying enough attention can be done but, try to use it sparingly, we actually like them not paying attention because a real vic may spot that
But we like them paying attention so it wastes more of their time, you just need to find the right balance with that one

Mentioning the competition
The only negative is you may lose your bait, your pet may consider she (Boris) now only has half the chance of getting your money, what if the other pet is good, Boris may be wasting all of his valuable vodka drinking time on a non paying vic
On the other hand, Boris is so sure of his skill at scamming that he knows he can woo you and he knows this competition is no match for his charm

Sorry, kind of looks like I am sitting on the fence on both issues and in a way I am, I think the moral to the story is this, do what you think will be most fun to bait
