I just got this one, that purports to be from a 419 criminal investigation department in Nigeria:

Of course its a scam. You have to be lower than low to go after someone that has already been crushed by a scammer. And a baiting we will go... Laughing

You may be able to get some lad-on-lad action on the go - find some lads using any other format then send them a copy of this email - you may need to think about the wording slightly but more inter-lad hate benefits us all - divide and conquer etc.

I would say sort of.
Lads now send this format out to just about anyone rather than targetting those they know have lost money. It's just another way to latch onto the greed that causes some victims to respond, thinking they will get something for nothing.
