Does anyone know if this is a runescape scam site?

They claim they can level your character and give you items for money, It must be a scam.

I'm not sure if it's a scam or not, but anytime you have people cheating in a game by buying someone else's "levels, characters, items, etc." you will find scammers. Not playing the game honestly using your own skills to get higher in the game is cheating, pure and simple. I guess if you want to play a game by cheating, expect to be cheated by the people selling the cheats. I'm sure that there are some people who play honestly, and decide to sell off their assets for money and the people buying actually get what they pay for. But they are allowing other people to cheat for money. Cool
