Had this arrive via snail mail today. Wondering if anyone has heard of UBI Payment services? I've tried looking up info on them. (Would like to find a website with an email address to try baiting...) They posted air mail out of Singapore, but want me to respond to Australia.

I've gotten similar pitches in the US. Usually they refer to a free car, a vacation package, or a cash prize.

Usually turn out to be a time share or other similar high pressure sales pitch.

Looks like you're not the first to ask questions about this matter http://www.scam.com/showthread.php?p=550091

It definitely smells of scam or identity theft. If you are in Australia it would be a very good idea to take that letter to the nearest Post Office and get them to take a look at it.

If it's like previous puzzle scams, you will need to pay a registration fee to do the next puzzle - and the next - and the next. The first puzzles are super easy, then they are easy, then the final one requires a doctorate in higher mathematics to solve.
