A redirect phone scam?

My dad has just switched his telephone provider from BT to a package with Virgin.
Past two days all of his phones have been dead so a Virgin engineer came out today to take a look at the new installation.

The engineers explanation of why the telephone system failed, was because it was overloaded with calls from a US number.

The voicemail was full of calls from the same US number, and what sounded like a black American woman had left the same message "how is everyone, havent heard from you in so long, blah blah blah"

I can see the angle that if my dad calls her back he is going to be charged a premium rate redirect, but I have never heard of a telephone system failing because the voicemail was full.....

Any thoughts or experiences to share...?
