It's a small project. I don't know much about creating programs, but I would guess this would only take a few hours, or perhaps an afternoon at most. Basically it's a mini word processor.

It all depends on what you want from it, and if you want a Win32 EXE or not.
It would take 5 minutes in Python, but much longer in C. With C you would get an EXE, with Python you would get the .py
